Pushing for Structural Change
HDAN engages government institutions directly on the structural issues holding back affordable housing delivery — from mortgage financing and land access to construction costs and regulation. The Network has taken its recommendations to bodies including the Ministry of Finance Incorporated (MOFI) and the Federal Ministry of Housing and Urban Development, pressing for stronger mortgage laws, government-backed mortgage guarantee systems, and a clearer regulatory framework for real estate developers and agents.
